Common Reasons Photos Get Rejected
Glasses
Wrong head size
Wrong background
Shadow on face
Shadow on background
Wrong photo dimensions — Photo must be exactly 40x50mm (4x5 cm); even minor deviations are rejected by automated systems
Scanned or screenshot photo — Submitting a scanned photograph, screenshot, or photo of a photo is not accepted
Selfie or front camera used — Front-facing cameras distort face shape; use rear camera or have someone else take the photo
Digital editing detected — Retouching, filters, or Photoshop alterations to remove wrinkles, tattoos, or scars will cause rejection
Non-neutral expression — Smiling, frowning, raised eyebrows, or any expression other than neutral is not permitted
Glare from glasses — If wearing glasses, lenses must not reflect light and frames must not obscure the eyes
Shadows on face or background — Uneven lighting, shadows from headwear, or background shadows lead to rejection
Printing Your Photo
For mail-in applications, print your photo on 4×6 photo paper at any drugstore. Our download includes a print-ready template with multiple photos — you only need 2 for most applications.
Use glossy photo paper, not regular printer paper. When printing, select "actual size" or "no scaling" to ensure the photos are exactly 40 × 50 mm (1.6" × 2").

Frequently Asked Questions
What size is the Estonian ID card photo?
The Estonian ID card (ID-kaart) photo must be 40x50mm (4x5 cm) for printed photos. For digital submission through politsei.ee, the minimum resolution is 1300x1600 pixels in JPEG format with a file size between 1MB and 5MB.
Can I wear glasses in my Estonian ID card photo?
Glasses are allowed only if medically necessary. They must not cause glare, have tinted lenses, or have thick frames that obscure your eyes. Sunglasses are not allowed. It is recommended to remove glasses if possible.
How does the Estonian ID photo compare to US passport photo size?
The Estonian ID card photo is 40x50mm (about 1.6x2 inches), which is taller and narrower than the US passport photo at 2x2 inches (51x51mm). Estonia uses the European biometric standard rather than the square US format.
Can I take the photo with my phone?
Yes, but you must use the rear camera — the front-facing (selfie) camera distorts the shape of your face and will be rejected. Have someone else take the photo while you look straight at the camera with a neutral expression.
Where can I get a free Estonian ID card photo taken?
You can take a free digital document photo at the photo booth available in all PPA (Police and Border Guard Board) service offices except Keila. The photo is stored digitally and can be used for applications within 183 days.
